The way the whole thing is enforced, is a joke. The worst hits are always when players helmets hit the ground, on impact, which happens all the time, but you almost never see anyone pay any attention to that. It's only a helmet-to-helmet hit that gets a player noticed and taken out of the game. Also anyone who pretty much gives a cursory look around the NFL, can see that different teams enforce the rules with different amounts of rigidity. I remember when Keenan Lewis was kept out of the Eagles wild card playoff game, there was another Eagles player (can't remember who) in that same game, who stayed in the game after a similar, banging-of-the-helmet type of play. It's simply not enforced the same, from team to team.
If they really wanted to protect the players, they would make each team have a concussion doctor on staff -- and then have them switch sidelines, right before the game. So the home team doctor is in charge of putting out visiting team players for concussions, and the visiting team's doctor is putting out players for the home team. There would be no one left on the field, LOL. But that would really be the safest way to do it.
