The difference is that Mathieu had/has some discipline in his life. Even though Les can be a frustrating SOB, it appears that he does have control of his team. Doesn't matter who you are, you break the rules and your gone. This taught Mathieu a very valuable lesson. That lesson was drilled in further by Patrick Peterson, who lobbied AZ to draft him and volunteered to act as his big brother. AZ also had some pretty stiff contract language. From what I've read Mathieu has to report when and where he goes. Talk about a short leash.
Manziel, on the other hand, doesn't seem to have ever had an authority figure discipline him. Just look at his behavior at A&M and the night he was drafted. The boy is a head case. Can't say Les would have tolerated Manziel's behavior the way A&M did. His high school, college and parents can all share the blame for creating the monster that "was" Johnny Football. Now, someone has to figure out how to control the monster before it kills.
