Posing for picturew with babies is not a tyrant or dictator thing its a politician thing and it is used all over the world by elected leaders as well as people who grabbed power by force. There is a reason why political campaign tours are some times refered to as 'baby kissing tours'.

Thats certainly debatable...

A tyrant (Greek τύραννος, tyrannos), in its modern English usage, is a ruler of a cruel and oppressive character who is an absolute ruler unrestrained by law or constitution, or one who has usurped sovereignty.

But neither of those two has happened. I am not saying that it never could but lets hope it never will.
