Why were the Texans looking at Rick Mueller?

I wouldn't expect him to be a GM candidate.

Why would botched personnel moves be rewarded?

Actually, now that I'm thinking about it... I wish he would've have gotten the job w/ the Texans.

Who would pass up Reggie Bush? That's a no brainer... But some of those other picks leave a little something to be desired.

Thats his thing, he can easily identify the best 20 players in the draft but after that...he is clueless.

They havent managed to ruin the team enough, so they are trying to recruit someone who can, and is proven at this position.
