You do not have to be penalized for a hit to be illegal. It was clearly a helmet first blow to the back of Brees' helmet. It doesn't matter how violent or incidental the contact is. It will bring a fine every time.

That hit was not a bad hit at all. If his name was Freeney he wouldn't have been fined one dime.

Harrison is a marked man. I've never cared for Harrison much, but that fine is all wrong.

Actually the fine fits!!!

This is my argument about the rule. The problem isn't about hard hits but it is the way you hit. This is tackle football not use a weapon to hurt or kill someone.

If you look at the play just before he hits Brees he ducks his head... instant penatly and fine. DO NOT DUCK YOUR FREAKIN' HEAD. That isn't proper tackling technique.

If you had a good coach and they taught you how to tackle, you'll know that you keep your head up... eyes on the target and wrap up.

This is what the league is trying to tell the players DO NOT USE YOUR HELMET AS A WEAPON! You duck your head you will get a penalty and a fine.

What I notced about the Steelers is that they are the dirtiest team out there. There were some real close calls they need to start coming down on and that is late hits. When clearly the player is on the ground and a player comes in and hits him.
