Saints not even good at losing throughout history

As bad has the Saints have been since 1967, we have only had the top draft choice one time. How is that possible? Even our first year in the league (1967) we didn't have the # 1 selection. There are a lot of busts on that list, so maybe it's not such a bad thing.
