Usually the Flag goes to the responder of the cheap shot because the refs only catch the response and not the initial action. Harper made it Obvious he started it. Smith didn't Hit anyone just grabbed and shoved like most of the other guys in the scrum.

harper yes deserved the flag which he got when a player grabs a face mask its suppose to be automatic penalty, if the zebras did'nt see smith do-it and 10 mil. people did thats a 1 way moth--------. period.
