If Loomis is suspended before Brees signs a long-term contract, do the Saints, (or any team), have a substitute GM, who is authorized to sign, change, etc a contract?

Entering his fourth season with the Saints and11th in the NFL, Director of Football Administration Khai Harley’s primary focus is salary cap management. He works in conjunction with the player personnel department, making the club’s player acquisitions fit within the structure of the cap. His duties also include contract negotiations, coordinating different areas of football operations and being involved in the administrative functions of running the club.

Harley has a deep background in NFL salary cap administration, Collective Bargaining Agreement (CBA) regulations, and the research of player contracts. He arrived in New Orleans in 2008 after serving for five years as the Manager of Labor Operations with the NFL Management Council. He was responsible for ensuring personnel transactions and player contracts submitted by each team complied with the CBA and the NFL’s Constitution & Bylaws while also providing advice to club officials during contract negotiations.

On a daily basis, Harley researches contracts and cap statistics from not only the club but from around the league. It is similar to the daily and yearly reconciliation he did for all 32 clubs in his former position, where he calculated cap figures for each team, made adjustments for the following year and analyzed statistical trends related to player signings.

Harley has also been a member of the NFL’s Diversity Council since 2005, which is designed to promote diversity throughout the NFL’s administrative offices, recommend diversity initiatives and implement/oversee approved programs. He started in the League Office in 2002 as a Player Personnel Analyst, working to ensure each team’s compliance with the salary cap, analyzing player contracts and researching the eligibility of college players.

Harley served as an administrative intern with the Philadelphia Eagles from 2001-02 – gathering data used to determine whether players earned performance-based incentives while also handling other administrative duties – and earlier in 2001 served as football operations intern for the Indianapolis Colts.

Prior to entering the NFL, Harley was a financial analyst with Bloomberg, L.P. from 1995-2000, analyzing domestic and international bond markets, studying trends in European markets for clients, training employees and international staff and ensuring debt issuance within Emerging, Latin American, and U.S. Private Placement Markets were in compliance with corporate and SEC guidelines.

Harley graduated with a degree in Accounting from Rutgers University in 1998, twice receiving the National Association of Black Accountants Scholarship Award. He earned a master’s degree in Sports Management from Springfield College in 2001.

Harley and his wife, Vicky – who both grew up in Somerville, N.J. – have three daughters, Na’imah, Samiyah and Asiah.

He sounds like a valuable asset.......especially if Loomis spends time out of the office.
His childrens teachers must have a tough time pronouncing their names. My lady is a teacher and wonders what happened to phonics. btw why is phonics not spelled with an f?

Harley sounds like a GM in the making, looks like Saints are in good hands if anything happens with Loomis

I don't see the point to suspending Loomis at all.

You suspend him for X amount of games... When the bulk of his job is done. Its a vacation for him really. Other employees can then pick up the slack until he returns.

I think the only thing you can do to him is fine him.

All Loomis gets is a fine, Payton is the one looking at a suspension

There was no competitive advantage done by what the Saints did. I think all that will happen is fines and maybe the lost of a draft pick. I don't see where a suspension is warranted.

Yep, the NFL should fine the Saints $1000 for every player they hurt and $1,500 for every player carted off... then the Saints can pay the $2,500 and be done with it ...

ive started seeing fans going into panic mode on other saints sites about paton being suspended and the drew brees contract and him holding out this season and having defensive players suspended. but imo im looking at the bright side of all of this. first drew will be signed all they are doing is clearing up cap money to payhim .on defense we have a new cordinator who wont be touched by this i think spags is good enough to coach up what ever players he has into a decent defense. payton being suspended for a few games , we have an assistant head coach who knows how payton does things i think he can keep the boat afloat for a few games. on offense we may lose colston and meachem but the saints had randy moss in this week for a workout and reportably impressed with him i can see us offering him a 1or2 yr deal fairly cheap plus we have an offensive cordinator that is completly competant enough along with drew brees to run the offense . i think the biggest pay back we could give gadell would be after all he dose to us we make another superbowl run and become the first team to play a superbowl at home.the who dat nation will be fine.
