I have to respectfully disagree. These guys are already making millions of dollars, a few hundred or a thousand doesn't motivate them to perform at a higher level. As Danno pointed out, it's players having fun, wagering, gambling. It's a rough sport and yes, it is kinda' morbid to raise it to the level of offering payments for an injury, but the reality is any of their careers could end on a single play. The Bounty program is how they deal with it.
Believe it or not, these small incentive payments, awarded at meetings where primarily the defensive players are viewing tape from the previous game, are referred to as "stripper money" because they are viewed as being small and insignificant, like a stack of one-dollar bills you'd take into a strip club.
