Why do I get the impression that Goodell has irrefutable proof of a "bounty program" which pays for ints and sacks, etc, but only has hearsay and biased sources on the "pay-for-injury" portion, but has tied it to the other evidence as though it were just as solid?

Thats the thing,all they have is conjecture! No real proof that there was a pay for INJURY program in place. If the NFL had hard evidence the NFL would have moved swiftly to penalize the Saints.

If I was Payton, I would have told the league, Benson told Loomis to stop the bountys, and since '09 the Saints defense could barely TACKLE, to hell with hitting someone hard enough to injury them.

He should bring the Marshawn Lynch playoff run as Exhibit A; he assumed that Benson's order was being obeyed.

Is this cheating or is this a minor salary cap violation?

And it would be minor, considering it totaled $50,000, mostly contributed by the players themselves, on a salary cap of over $120,000,000. That's less than 5 one hundredth's of a percent of the cap.

As there only seems to be hearsay and no evidence of a pay-to-injure program, it would be a true injustice to get anywhere close to the kind of punishment that the Pats' got for filming a team's private practices and taping their signals.

I hope that the commissioner doesn't think he's a Texas governor.
