Keeping Brees, Colston, Nicks...real Saints fans knew it was not going to happen unless Loomis turned into Harry Potter. Real fans also know a deal will be worked out with Brees eventually. The only real concern is defense and on the FA side, there isn't a whole lot out there that could really tranform it even if the Saints had the cap room. The bounty incident has loss momentum as well, sure, Saints will be penalized, but as for deterring FA's...that is simply not the case. The issue is cap room. Good teams don't have a lot of it because they are not rebuilding.
