It'll be done soon. Once it is Loomis can calculate cap available based upon what is laid down. Then players can appeal. If they win their appeals my guess that getting back the suspended salary will no longer count against cap. I can'r say for sure, but I'll be willing to bet it would work that way.

Actually, I think I read that even when they are suspended, there cap space doesn't come off until they are actually suspended. So I don't think they are waiting for that but who knows.
