What is the commissioners exempt list?
 
I have never heard of this before. Is this something new with new CBA? Will someone please break this down and explain it to me so I will know instead of not knowing like I do now?

Like yourself, I am not 100 percent certain what this really means, but I think I have an idea. I believe players on the commissioners exempt list basically doesn't count against the active 53 man roster, unless that player is actually activated for the game. So lets say in theory if the Saints had 53 guys on the final roster, Smith and Vilma were given roster exemptions for the opening week it would have pushed the roster to 55. When Smith was activated that eliminated that particular roster exemption. Since the Saints opened the season with a 50 man roster, the exemption was basically meaningless, but since Vilma was exempt it allowed the Saints an extra week to make a decision on putting him on the PUP list.

I know this is somewhat convoluted, but I think I am at least in the ballpark with this explanation.

The Commissioners exempt list has nothing to do with the CBA. It has everything to do with the suspensions being in limbo... His exempt list allows a team to carry 34 until the issues are resolved.

It is as new as a season where Judges are at odds with Goodell.

Nope... I believe the Hargrove issue showed some extreme liability in regards to Goodell having to pay players because of his dirty deeds.
