I stay at the Monteleone. A little pricey but the Carousel Bar is a plus. Very well located, one block off Bourbon. That's important to me.

As many have already said, ya gotta stay in the French quarter. Its walking distance to the super dome. Tickets can be anywhere from around $70 USD and up, depending on the game and where you want to sit. I live 500+ miles away and I go once a year. Stay near Poydras street if you can and begin walking up to the SD about an 1 1/2 hours before game time.
Listen to the guys here for the resturant picks and pans, lots of great music out there in various clubs. Be prepared to walk a lot, as its the best way to get around in the FQ.

There are a couple hotels I've stayed at that are quite reasonable.
Queen and Crescent off of Poydras and Camp and also The Cotton Exchange and both are around $100.
