Goodell on record "could possibly restore the 2nd round pick"?

I ran across this statement on a web site i did not book mark.

Technically, Roger Goodell has gone on record saying he could possibly restore the Saints 2013 second round selection in lieu of a later-round pick. Until he does, however, it’s assumed they will be without this pick.

But i need help finding this statement.
i have been looking but nothing yet.

Hagan;

Saints could recoup 2013 2nd-rounder, but NFL could dock them other picks - CBSSports.com

"If they embrace the opportunity and participate in a constructive way, commissioner Goodell said he would consider mitigating the financial penalties on the individuals. In the case of the team, the commissioner would consider whether there are factors that would support modifying the forfeiture of the team's 2013 second-round draft choice."

Translated: If they agree with everything I say, I may give them a break. The team hasn't been fighting it so much as the players, so, we'll see what happens.

If us getting this pick back is conditional rather than goodell doing the right thing then it becomes a matter of principle. If that's the case i'll do without the second rounder thank you very much. We've done pretty good in the later rounds anyway. The NFL can take a long walk off a short pier as far as I'm concerned.

Screw the damn 2nd round pick, this tool bag isn't giving it back because everything I've read said it will cost the Saints later round picks. When was the last time the Saints did well in the 2nd round? HELLO ... Saints have shown they can find gems later in the draft so maybe it's time to back off some just keep things the way they are

Excuse me for saying this because I know all types of Saints fans read this site and some of them are youth but this pisses me off. I will find a nice way to tell you where he can stick that f*&^in second round pick. I wouldn't kiss his ass or the NFL ass for no picks. Suckass rodgers can kick rocks!!!!

I don't think it would necessarily be Payton, Loomis or Vitt kissing Goodell's or anyone's ass in the NFL actually. They all did what was expected of them during their suspensions. They were good little boys. You didn't hear of them breaking any of the "rules" that Goodell set for them with their suspensions. The only problem is that Goodell is so butt-hurt over Tagliabue's decision that he probably isn't going to give us that 2nd rounder anyway. He refuses to apologize, because he thinks he is right. With the players suspensions being thrown out, Goodell is going to have his one last attempt in screwing the Saints, and that will be not giving back the 2nd round pick.
