Can anybody explain why we dont have our 2nd round pick this year? The whole bounty scandal was supposivly dropped

It was dropped against the players not the team or coaches.

Charges against the players were dropped, not the team. The NFL was still going to punish us however they could even if they couldn't punish the players.
