As much as I dislike Goodell.... He does not change the rules of the game. It is not exciting as hating on Goodell for the rules but it is reality.

The NFL Competition Committee is the governing body that suggests, oversees, the leagues rules.

Competition Committee for the NFL:
Co-Chairs - McKay (Falcons) / Fisher (Rams)
Murphy - packers
Whisenhunt - Cardinals
S. Jones - Cowboys
Lewis - Bengals
John Mora - Giants
Newsome - Ravens
Smith - Texans


Above are the people responsible for rule changes etc... Probably driven by the owners.

All he has to do to make the game more safe is to make those foam helmet tops mandatroy. The defenseless receiver, leading with the helmet, and QB safety have already been taken care of.

If he really wants to improve the safety of the game institute a rule that says you must make an attempt to wrap up the tackler.
That is the law in rugby.............and you don't get better tacklers than rugby players. We also get hurt less making the tackle than most NFL players.
