You may be right, but based on what I've seen them do with the "defensless receiver" and the new catch rules concerning a "football move", and the "fumble/no fumble ball moving as it hits the ground but still in his hands" etc...

I'm skeptical this is going to go over well.

I'd love to see an example of what is, and what isn't, a violation.

Next play will be to get the players on record saying they hate the rule...

once that is accomplished, you have a chip when former players file their lawsuit - Joe Horn, all his kids, Over the Hill Footballers et al vs the NFL...

Why do things need to be so complicated?

Good point. So a runner can still get brain trauma from a defender via a helmet to helmet hit and that's ok?

never mind, saw the answer....yes to both.

The commissioner will arbitraily decide on violations and penalties based on popularity of the player/franchise like all of the other illegal hits.

So much for gaining that extra yard and a first down. This means more punts and more rules so the returners don't get hurt. It's crap I tell you......more crap from Godhell.

Well I guess we'll know who will be the most penalized team if this is the governing party.

Can you imagine we are down by 4 with 15 seconds left on the clock and its 3rd and goal on the 3 yard line; we hand off to PT who lowers his head and drives a guy back for a touchdown right!

No 15 yard penalty and it's 4th down backed up 15 yards. If that happens and it cost us the game, then come back and tell me it's no big deal. Just sayin.
