The talent ahead of him is what's stopping him being activated, I can't remember who said it but earlier this week someone made a comment which I agreed with.

If a 23 year old lance Moore came into Saints camp this year, he most likely wouldn't make the team or he'd be put on the PS

Lance Moore took advantage of the situation when we only really had colston that had proven himself, tanner isn't so lucky because the first 4 or 5 spots are pretty much set in stone

There are a few caveats to consider. If you want to categorize him not playing for the Saints you are correct. If you want to ask why isn't he on an NFL roster? That has to be surmised by lacking something that 32 teams are looking for in a WR to put on their final roster.

Lots of comparing him to Lance Moore... Lance Moore is now on an active roster in Pittsburgh so I wouldn't necessarily say they are equal talents, if they were.... the Steelers could have had Tanner for a lot less than $1.5m/year.

One point i not sure of,Saints wavie an players clear waviers then put on IR an then say in a few weeks they get an injury settelment at that point because saints first wavied the player before placeing the player on IR then ? can the player be signed to the active roster.I know normally after a player put on IR hes can not be put on active roster but as the team exposed the player to wavier wire is there an exception,Or is this done so it is easier to cut the player with an iniury settelment or is it so they do not count against the cap.

Yeah that's a fair point, I didn't mean to completely compare him to lance Moore, my meaning behind it was they are both talented guys but lance Moore took advantage of his opportunity when we were thin at WR and stuck because he was so effective, which is why I believe he is on the active roster of the Steelers, theyve seen 7 years worth of game time from him with Brees at the helm

Tanner is always in a difficult spot because he has colston, Graham, stills, toon, meachem and now cooks ahead of him

Of course that does beg the question, if tanner deserved a shot somewhere else, why hasnt a team claimed him on the waiver wire?

He would not be a starter an he is hurt so why would another team sign him. Now i could see a division rival claim him just to get a inside look at paytons playbook.They could Ir him just to get the info.Tanner is good enough to be a 5th or 6th wr on another team which lacks depth at the position as when healthy he runs good routes has good hands an has a lot of Lnce Moore skill set.
