My guess is, Payton can't fire Ryan without Loomis signing off on it, and Loomis can't fire Ryan without Benson signing off on it, and Tom Benson is ... unavailable. Is a way of putting it politely.
Another way of saying the same thing: In order to fire somebody you need actual legal termination documents drawn up, on paper, and nobody is willing or able to do it right now this morning, without it coming directly down the pipeline from Tom. Which for whatever reason, it has not happened. That's my best guess. |
