I understand that every team misses on some free agents, and, because we are Saints fans, their failures are more known to us than the other teams. But, this needs to improve.

It depends how much say he really has
Is he just giving the options to the coaching staff or is he choosing the players

Even if he's giving opinions, they obviously aren't respected if they were contrary to action taken...

Meh. I don't know. Everyone knows he doesn't bring people in unless they're given the okay by staff.

Then that either makes him a yes man or poor check and balance against signing free agents, either way, he's ineffective.

I don't feel like he understands how to translate scouting to whether a player fits the scheme.

We keep missing on the players where we take big swings hoping to knock the ball out of the park and instead we are walking back to the dug out throwing our bat down.

Spiller is another example of trying to find a scat back in free agency that failed again. Does he just not understand the concept?
