Carolina substituting
 
Listening to the game I heard Deuce mention that Brees was furious with the officials because the Panthers kept substituting. What was he talking about? How does this work to a defenses advantage?

Brees had to call 2 timeouts because the refs wouldn't allow him to snap it so Carolina could substitute. Not sure what was up with all that but it was pretty infuriating.

So was Carolina taking there time on purpose? Is there a rule that Qb has to wait until the defenses are ready?
If this is the case I can’t see why any defense wouldn’t take their own sweet time to get out there in order to burn the play clock.

I remember Bobby Hebert saying Rivera complained last game and so the officials made it point of emphasis.

I could be wrong but I believe that if the offense substitutes then they have to allow the defense to as well

The problem was the plays were coming in too late. We were still in the huddle with 10 seconds on the play clock and the defense gets the opportunity to substitute if the offense does. These 2 wasted time outs were on Payton not getting the plays in quick enough

But again what’s to keep a defense to take to the last second to get lined up so the offense barely has time to snap the ball?

There is 40 seconds between plays, you should be able to call a play in 20 seconds. Play clock should never get to 10 seconds and you're still in a huddle. Refs will not let more than 10 secs for defense to substitute
