 There?s an annual ritual in Baton Rouge, and it goes like this: A bill to ban smoking in bars and casinos is sent to the House and Senate floors and offered up as sacrifice ?practically burned alive on the floor ? to ensure that no bill like it shall ever pass. This ritual was performed for several years ? until 2014. This year, legislators targeted electronic cigarettes, or e-cigs, and banned their sale to minors.?
