Mexican restaurant Rosa Mezcal (1814 Magazine St., 504-304-7063) is now open in the Lower Garden District.

It?s the second restaurant for owner Omar Lugo and his wife Dulce, who together opened the Mexican restaurant Habanero's in Covington last fall.?
