By any metric, there are too many nonviolent people in Louisiana jails ? and putting them there has not reduced our state?s violent crime rate in any measurable way. We have roughly the same rate of violence as our neighboring states; we just incarcerate more nonviolent offenders.?

What alarms me most is across the country we're throwing our mentally ill into the prison system to the point where most jails have full time psychiatric hospital staff. The prison system is merging with mental hospitalization.

Most folks in the country don't want to talk about mental illness.
