Former Lower 9th Ward school building may be near collapse despite plans for reuse
 

The Rev. Richard Bell worries that the three-story T.J. Semmes Elementary School building on Jourdan Avenue will collapse one day with a mighty rumble, showering neighborhood houses and cars with bricks.
