Any player who hasn't been cleared to practice yet has to be placed on PUP. As long as they are placed on PUP prior to camp starting they can be activated at any time (ie. when they are cleared). It happens every year at this time. It's already been reported (by Nick Underhill) that Thomas should be cleared early in camp.

Most of these players are either solid contributors or elite (ARod/Zeke/Cooper/Thomas) at their respective position.

Maybe stone hands Evan Engram as a "bust" candidate.
