There is a reason. Justifying his salary to manage Mickey Loomis' reputation as a wizard who never makes mistakes. Hill failed as a TE with 77 total receiving yards in 2022 after ML's genius creative unprecedented contract to give him $25 million if he was a full time QB or $10 million if he was a TE, which of course any random athletic dude like Hill, James, or O'Neil could succeed at, in theory. So if Taysom Hill is not a TE, and he is not a starting QB, and you don't pay $10 million a year for a special teams specialist, Loomis has to set a quota for Hill's snaps at QB to get him wildcat yards to justify the salary. Loomis knows that if Hill is required to get wildcat snaps, he will generate some big plays against weak defenses that will keep the discussion open about his value and make the contract harder to criticize, even if Hill's wildcat act only works against bad defenses we would have beat anyway, takes big plays away from Carr and the rest of the offense, and hurts us against good teams.
