Maybe it's not Derek Carr, maybe throwing to the least open receiver is part of Pete Carmichael's offense. I heard PC's mom can't say no to unavailable men, so perhaps it runs in the family and PC's offense doesn't allow the QB to throw to open receivers.

Why not give Winston the chance to be offensive coordinator for the rest of the year? He is a former QB. He knows the offense. He is said to be a very smart player who studies the playbook and has a great attitude and loves to mentor teammates. His teammates like him. He just makes boneheaded plays in the moment on the field.
