They usually rotate the DT's anyway so that positional "depth" is fairly fluid, I suppose. The listing is probably more seniority based than anything else. Actual snap counts are usually pretty evenly distributed. Or maybe Shepard and Saunders on early downs and Bresee coming in on more passing downs. Third or 2nd and long.
