I don't think it will happen. Much as I'd love to see it...
The financial risk will scare away potential investors. It'd be different if there'd been no Katrina/Rita, but because the situation is so unstable, finding a host of investors seems to me very unlikely. I mean, this is the higher end of a billion dollars we're talking about here. They'll likely prefer to wait a year or two before even considering it. |
