Free agent Signings. We haven't signed Sproles?

How can we sign Sproles when FA does not officially start until tomorrow? Agreeing to terms and signing are two different things. So Sproles technically has not signed and the Eagles still could throw money at him. Can someone confirm this as a signing and not just an agreement?
