I say IR Hartley. If something was to happen to Kasay there are plenty of kickers on the street. If you lose a position player it takes too long to get them to understand the playbook and system to make a difference.

Please please please put Garrett Hartley on injured reserve. John Kasay has been flawless and don't forget Garrett Hartley choked a lot last season. We do not need two kickers on the roster. Hartley can be brought back next season.
