There must be some reason. I do not know the rules of the PS too well

Canfield & Tanner takes turns running the Saints shop.

Its all about practice reps.

Certain practice sessions probably require additional WR's, and others just need an additional arm.

Its just the routine, and they're compensated accordingly.

I agree with this with the practicing but also to keep them receiving a pay check.
When they are waived no pay check.

They still get a check, its just not the big game check.
