Actually, no. The "punishing" is more of a show for the benefit of possible future judges and juries on all of the lawsuits the NFL is facing from former players. Where that not the case (the NFL being sued over health issues), this would've been a non-issue, because the office-pool practice has gone on since forever, and the NFL FO pretty much has to know what has gone on since forever, being there are plenty of ex-players around.
