The only one that stands out as over the top was 1981, George Rogers. 2006 Reggie Bush a distant second. A few good one's over the years, but very few impact plays. Probably overall have to go with 1993 pick Willie Roaf, but offense lineman, he really didn't take off until after his rookie year. Chuck Muncie in 1976 is worth mentioning, but he too took a while to get rolling.

Russel Erxleben. He wasn't good, but he stood out.

It would depend on your definition of "stand out", but I would say Jammal Brown in 2005.

No question that Deuce was great, but I think he was asking who was a #1 that actually had a standout rookie year, made an impact as a rookie. Deuce took a while to shine, if I recall correctly.

As far as the last time it happened, I'd say Reggie off the top of my head, BUT, then I'd also launch into the whole thing of Reggie was more like a decoy in his first year or two, a threat that people had to game plan for, blah blah blah, and then we'd have a 7 or 8 page thread about THAT and I don't feel like having that conversation right now. But the fact that people on other teams were kinda scared of him, right out the gate, that was real and I think it made an impact. Jamal Brown is another good one.

Reggie had a great rookie year

Then gradually got worse and was injured all the time

We had a few in the 80's and 90's but honestly the only name I would put on since 2000 is Will Smith out of the gate. Some others became good over time and some became worse over time.
