I thought that \"on the bubble\" meant \"may or may not make the team\". The guy who wrote this article did not seem to have the same definition, since he listed guys he thought would clearly NOT make the team as \"on the bubble\". Am I just confused about this?

No your not confused. I think the writer got excited about his opinion more than the bubble definition.
