Hicks was unintentional. Brooks was determined.
Both are penalties and should have been flagged. However the maliciousness of Brooks play justified the fine. Hicks won't get near that much, if any at all. |

Can it be fined if it wasn't even called?
If so, does the league need to examine all game tapes looking for potential fines that weren't called by the refs? |

It was a hit to the head so it should be a penalty by rule. Pretty sure fines follow hits to the head as well.
