If a team franchises a player the player\'s salary is set, but could the team require another to pay less than the 2 #1s for a trade? I don\'t know the rule, but as long as the player is compensated as per the rule and the teams negotiate a trade where both are happy, would that be allowed?

Buffalo did it with Peerless Price WhoDat. He was franchised but they did not get two number ones from the Falcons. The pick compensation can be worked out between the teams.
