Yes, absolutely, especially with teams bumping the cap for the next year or two.

We've been "bumping" the cap for years now and, once again, never have I seen this much useless activity. There's a reason many of us are reacting this time around, whereas no one usually cares. It's because this is clearly unusual.

I don't know how you haven't noticed that. If it doesn't bother you or make you curious, then carry on.
