I don't believe Cincinnatians are smart enough to take something and tweak it. I grew up close by and I'm certain they got "who dey" from some high school valedictorian in the Cincinnati school system long after Who Dat was being heard at the Superdome.

I believe it was St. Augustine High School in New Orleans that first used the chant back in the 70's.
