That, and rain. I had an old, longtime NOPD officer friend of my family tell me one time, that when the rain comes down, the killings and drug crimes absolutely stopped, until it clears up again. Then a couple hours after the rain would stop, the calls would start coming in again. Seems obvious and a no-brainer, but still... The patrolmen in his District used to love rainy days, and pray for them.
