How is that not PI against the Packers on the 4th down from the Bears?
DB did not turn around, faceguarding, shoves arm in WR face, makes contact with WR?

If that were the Saints, that would be PI, but the Packers.... not.

Titans did a "fake" punt on 4th and 8, almost identical play call as Saints/Niners game with the same results. Incomplete and still down by 2 TD's.
