If Sullivan can't prove in Preseason that he will be a contributor this season, he should be cut (let the man play first guys, c'mon). There is nothing, and I mean nothing, that I have seen in Jonathan Sullivan that leads me to believe that he actually can be this stud DT that the Saints sold him as. At best, he's a situational DT who can play in a rotation. Maybe I'm wrong, but he's yet to even prove he can make a rotation. Cut him and spend next season looking for another option if Green, Young, Jefferson, Leisle, Whitehead, et. al. aren't enough.

Uh - all owners have the same amount of money to spend. If you want to know whether Tom Benson is a tight-a$$ or not, you cannot look at his football operations spending (or lack of it). Look at what comes in and goes out on the business operations side. I think you'll get an entirely different view of things.
