Being from France, I've alway thought colleges, other than private ones, ought to be free. The caveat is that a young person must commit the same number of years they went to college to public service in return, whether military, peace corps, or whatever. They already do that for certain professions anyway.

But to answer the OP, it may just open Pandora's box.

I like that idea, put some discipline in their little bodies & give 'em some direction in life,
