... watched the video, his excuse is rather lame ... this guy's a Boy Scout troop leader? I imagine the next troop outing would involve buying spray paint to graffiti the whole place as an "area beautification" project,

I too am a Scout Leader. Have been for ten years. These guys must have lost their minds. If these guys were truly concerned about safety, he wouldn't have need standing between the rock he toppled over, and the one behind him. If the rock had rolled backwards, it wold have killed him instantly. And yes, one of our main rules is Leave No Trace. Scouts are taught that from first grade.
