Those all come into play. But, primarily, it is the required infrastructure. I read that New Orleans has always had the ideal infrastructure in place to host the Super Bowl, and other major events, and that is why it will continue to be a fixture hosting the NFL Championship. That why Miami will keep getting its turn, as well.

Jacksonville, for example has the weather and the stadium, but falls far short on the amenities. The one time they were allowed to host they had to use docked cruise ships to try to supplement the sparse hotel room availability. They'll not get another.
