The Bills are the only New York team in the NFL. The Jets and the Giants both play in New Jersey.

Let's split this hair even thinner. Only ONE NFL Franchise is owned by the City in front of their Name. Green Bay!. All others can leave anytime they want. Some multiple times and ended up back where they started.

Chiefs: Pat Mahomes, Andy Reid Bias....... Bengals: Joe Burrow Bias..... Jaguars Trevor Lawrence , Urban Meyer Bias.... Bills: Josh Allen bias........... Saints: Sean Payton, Drew Brees Bias..... Packers: Brett Favre and Aaron Rodgers bias.... Keep in mind though, the term "small market" doesn't necessarily mean "not that popular". The Packers have one of the largest fanbases in the NFL, despite playing in a city that's only a little over 100,000 in population. The Steelers also have an extremely large fanbase, despite the fact that they don't play in a very large media market. Conversely, the core Texans fanbase doesn't expand much outside the Houston market, despite the fact that Houston is a top 10 media market. |

Lobbied for the city of New Orleans to own the Saints in the very same way GB does. On the other hand, NOLA has a really poor track history of running the show.
