That new HC for the Fins is already handcuffed (loss of draft picks) to start.

Hopefully, he went in and negotiated new terms.

This is true. But we do know that Jay Glazer, a very close friend of Payton's, said that he was getting indications from Payton that he was burned out from the COVID stress prior to the 2021 season and doubled down on that immediately after the season (January 24th) saying that he was hearing from Payton that he may step away.

Glazer spoke a bit about what he knows regarding the Saints head coach, which is that he's considering retirement.

"Sean (Payton) changes his mind every two seconds. We talk about it a lot. It's why I haven't reported anything because he changes his mind like every two minutes," Glazer said.

“But that’s also why I said two weeks ago on FOX NFL Sunday during the coaching carousel was that there could be a coach or two step away just because of these last two years of COVID, it’s taken its toll on people.”

Imagine what it would be like for a team that is able to convince the Saints to release him from his contract. Payton would be coming into a situation where the team is missing up to the next three first round picks. Talk about handcuffed.
