Because that is what Atlanta fans think an "elite" QB looks like....
A lot of it is designed roll outs where he's supposed to be moving. I don't really know why he falls down so much, but him throwing while running around back there (rather than standing still/planting and throwing) is a designed part of their offense... I suspect it has an influence on their recievers' large number of dropped balls, and on those incomplete plays where he consistently wildly overthrows the receiver on the deep ball. I hope they don't change a thing about their offense. Also the more he falls down, the more chance there is he dings himself up on a fluke play, falls on his wrist, cleat catches in the turf etc.
